IPL is not a single wavelength laser. It is a controlled spectrum of light designed to target specific chromophores in skin.

Colour correction

Pigment in the epidermis and blood in superficial vessels absorb specific wavelengths. That creates a targeted thermal response. Over the days that follow, pigment can darken then shed, and redness can reduce as vessels settle.
